PWD: Rain weakened soil, causing landslide
Prime Minister Datuk Seri Mohd Najib Tun Razak and wife, Datin Seri Rosmah Mansor visited the scene of the landslide tragedy at Rumah Anak Yatim dan Anak Hidayah Madrasah At-Taqwa, Kampung Sungai Gahal in Hulu Langat, Selangor after arriving in Subang at 9.50am this morning. Unusually heavy rain over three days had weakened the soil structure resulting in the landslide which hit the Hidayah Madrasah Al-Taqwa orphanage in Hulu Langat, claiming 16 lives on Saturday. This was the assessment of the Public Works Department's Hillslope Engineering senior director Datuk Ashaari Mohamad.
He said there were 29mm of rainfall in the area on Thursday, 41mm on Friday and 80mm on Saturday.
"The amount of rainfall on Saturday was extraordinary because the normal level in the area is around 20mm. With such a downpour, a lot of water seeped into the soil causing the structure to be weakened."
He said this when briefing the Sultan of Selangor, Sultan Sharafuddin Idris Shah, on the landslide. The sultan handed over contributions from the Selangor Islamic Religious Council (MUIS), Selangor Zakat Board (SZB) and the state government for the victims and their families.

Najib: Hillside residents putting themselves at risk
Najib is briefed on the tragedy when he visited the site of the landslide today, May 24, 2011.
Datuk Seri Najib Razak said today that residents living close to hillsides were putting themselves at risk of landslides such as the one that killed 16 here on Saturday.
The prime minister told reporters after visiting the site that there were clear guidelines on how close a home could be built to a slope.
Asked if the government should take sterner action as just 2½ years ago another landslide nearby had destroyed 14 homes, killed five and forced thousands to evacuate Bukit Antarabangsa, he said “it is a question of choice.”

13 bodies found, 3 missing in Hulu Langat landslide disaster
Rescuers toiling past midnight at a ravaged orphanage in Kampung Gahal, Hulu langat, retrieved 13 bodies and are still looking for three more.
Heavy rain did not stop them from sifting through the piles of earth to look for survivors
Earlier, Heavy rain and multiple aftershocks are hampering the search and rescue for the remaining seven victims, mostly children, believed to be buried in a devastating landslide in Kampung Gahal, Hulu Langat.
At press time, the toll reads: nine dead, while nine were rescued and hospitalised.
Two of the dead have been identified as Mohd Zaim Azahari, 14, and his brother Mohd Azed, 8.
Almost 300 rescue workers, using heavy machinery and bare hands, were digging through the rubble late into the night looking for the missing children.
The dead were a caretaker and four children from the Hidayah Madrasah Al-Taqwa orphanage. The grounds also consist of a motivational camp and a resort.
All the victims were in a tent on the grounds, rehearsing a nasyid performance for a function, which was supposed to be held later yesterday.

These names alone are enough to evoke the most painful images -- of wrecked houses and cars, of families in grief and of rescue workers pulling out bodies from under piles of soil and rubble.
The continuing failure to prevent fatal landslides is nothing short of a national tragedy, one that highlights a stubborn refusal on the part of developers, local authorities and the public to learn from the harsh lessons of the past.
Few details have emerged so far, but it is, perhaps, no coincidence that this most recent disaster at the Hidayah Madrasah Al-Taqwa orphanage at km14 Jalan Hulu Langat, occurred during a long spell of daily torrential rain.
Landslides are an unfortunate but common feature of the nation's geology, part of the perils of living in a tropical country where heavy rainfall plays a large role in soil erosion and destabilisation.

Burst pipe main cause of Bukit Antarabangsa tragedy

Selangor Mentri Besar Tan Sri Abdul Khalid Ibrahim

Selangor Environment, Tourism and Consumer Affairs Committee chairman Elizabeth Wong
A leaking water pipe on a slope was the main cause of the Bukit Antarabangsa landslide tragedy which claimed five lives and destroyed 14 bungalows in Taman Bukit Mewah on Dec 6 last year, according to a technical report declassified by the Selangor state government today.
This was revealed in official secret documents containing reasons for the tragedy at 3.30am on Dec 6, 2008, which were declassified by the Selangor government today.
Speaking to the media after a weekly State Executive Council meeting, Selangor Mentri Besar Tan Sri Abdul Khalid Ibrahim said he had invoked his authority under Section 2(c) of the Official Secrets Act (OSA) to declassify the documents that was given to the Ampang Jaya Municipal Council (MPAJ).
"We discussed the report in our meeting and we have decided to make it available to the public, especially the affected parties, starting Monday," he said, adding that the MPAJ has been tasked with this.
A summary of the report will be available for free, while a detailed report will be made available at a cost, he added.
The summary, made available to the media, states that the technical committee set up to study the cause of the incident identified several measures that needed to be taken.
The committee, headed by the Slope Engineering division of the Public Works Department , involved 11 other agencies.
The committee found that a leaking pipe along a row of abandoned houses as having caused moisture build-up that weakened the slope leading to its collapse.
Other factors include the loosening of soil during development, the lack of maintenance, damage and lack of maintenance of drainage systems in the area surrounding the landslide.
Heavy rains between October and November 2008 also contributed to the overall gradual collapse of soil in the area.
Among the recommendations to solve the problems were to ensure that plumbing and pipes in the area, including for sewage systems, are not located underground and that these be closely monitored and maintained frequently, proper maintenance and expansion of drainsin Bukit Antarabangsa.
Also recommended are the construction of subsoil drains in areas where there is high retention of moisture in the soil, and the installation of sensors to monitor soil movement.
"Bukit Antarabangsa residents will know the real reasons behind the cause of the landslide when they read this report, and following this we will meet them in January to reevaluate the measures that we need to take to solve the problem of landslides in that area," said Abdul Khalid.
Selangor Environment, Tourism and Consumer Affairs Committee chairman Elizabeth Wong said the details and information of the report would be used as a tool to find ways to address the problem of landslides and to help those who experienced the tragedy in Bukit Antarabangsa.
