Licensed as a foot massage parlour, the centre is believed to offer sex services by its masseurs for an extra fee, on top of its massage fees.
A police spokesperson said that the centre charges an extra RM80 to RM150 for sexual services.
The women were taken to Sentul police headquarters and will be investigated under the Immigration Act.
Ten customers — all local men — and two staff of the parlour were also detained for questioning.
Police said the parlour has been operating for three years.
