Mansor would have needed exco nod to represent Penang, says Barisan

GEORGE TOWN: PENANG Barisan Nasional Youth is not buying Chief Minister Lim Guan Eng's excuse that he was not aware that his deputy went to China and signed a contract two years ago.

Its information chief, H'ng Khoon Leng, said there was no way Lim could have been ignorant of the matter.

He said there were procedures to follow when official trips were made overseas and challenged Lim to reveal the executive committee paper on Deputy Chief Minister I Datuk Mansor Othman's trip.

The paper, said H'ng, would provide details on where Mansor went, who were part of his delegation, how much the trip cost and the objectives of the overseas visit.

He also asked why Lim could not give a straight answer whenever something involved Parti Kea-dilan Rakyat, of which Mansor is state chairman.

"There is a need for transparency. Mansor would have needed permission from the state executive committee to go on the trip if he was representing the state government.

"Mansor also should reveal the details of the memorandum of understanding he signed in China," he said at the state Barisan Nasional headquarters yesterday.

Mansor, in a press statement on Tuesday, had said that an official trip by the state government to Wuhu City had taken place in 2011.

He also mentioned the signing of an MoU between the Penang government and Wuhu City, though he did not indicate when the document was inked, for what he described as a "policy transfer" which did not involve any investment of funds.

Earlier this week, H'ng had raised questions about a RM3.14 billion Penang Electronic Park project in the Wuhu Economic and Technology Development Park, which was never reported in the local media, including the state's Buletin Mutiara newsletter.

He asked whether the state had pumped money into the project and asked for an update on its progress since it reportedly began in 2011.

Lim, asked to comment on the matter on Monday, claimed that he was unaware of Mansor's trip to China for the project.

State Umno Youth chief Dr Shaikh Hussein Mydin said Lim's reply was "ridiculous" and asked if Mansor had gone behind his boss' back on the China trip.

"Lim likes to claim credit, but in this case, he must be ready to shoulder the blame, too, because he is the chief minister.

"He must ensure that his deputy does his work and nothing is done to the disadvantage of Penang," he said, stressing that the state government must always be informed of whatever agreements signed in its name.
